Morrisville Comprehensive Plan

Thanks to the emailer who sent this in.

There is a Morrisville Comprehensive Plan posted on the borough web site http://morrisville-boro-gov.com/CompPlan.asp - it's over 150 pages plus appendices. According to Jane Burger there will be a meeting Tuesday, September 9 at 6:30 to vote on approval of this plan - or to at least discuss it. Public comment will be accepted. Legal notices have been posted.

I haven't read it in entirety yet, but I did skim through it last night and it appears to be an honest-to-goodness take on our town, warts and all, with some recommendations sprinkled throughout, although the recommendations were a bit too general, from what I could tell.

Definitely a worthwhile read, to which I'll be coming back.

On the one hand it will not really be a meeting but perhaps more of a meeting-like gathering although there are both advantages and disadvantages with regards to having either a meeting or a gathering depending on the circumstances under which said assemblance of individuals is conducted and by whom it is conducted and for what purpose it is conducted and although there may or may not be an agenda item establishing a matter upon which the council may or may not vote any vote that does or does not occur would not necessary be a binding approval of the plan contingent upon an affirmation by a majority of council but rather the first in a series of procedural steps possibly leading to the adoption of such a plan or plan-like document which must at some stage by further reviewed and commented upon by the solicitor and the various other involved parties and with regards to Tuesday September 9th at 6:30 p.m. one must realize that there are several different means by which to measure this date and time including both the Gregorian and Julian calendars as well as Greewich Mean Time and I would be remiss if I did not note that the Gregorian calendar is the most widely used calendar in the world today although what is good or useful for the rest of the world may not necessarily be good or useful or appropriate for the citizens of the Borough of Morrisville but with regards to the Gregorian calendar it was first proposed by the Calabrian doctor Aloysius Lilius and decreed by Pope Gregory XIII after whom it was named on February 24th 1582 by papal bull Inter gravissimas although I am now wondering aloud which calendar was used to establish this date and apparently the Gregorian calendar is a reform of the Julian calendar although years in the Gregorian calendar continue the numbering system of the Julian calendar which are numbered from the traditional Incarnation year of Jesus which has been labeled the anno Domini or AD era and is sometimes labeled the common era or CE and otherwise known as the Christian Era although non-Christians may or may not also use this calendar and although there may be also disadvantages to using this calendar the changes made by Gregory did evidently correct the drift in the civil calendar which arose because the mean Julian calendar year at exactly 365 1/4 days was slightly too long causing the vernal equinox and consequently the date on which Easter was being celebrated to drift slowly forward in relation to the civil calendar and the seasons so the Gregorian calendar system dropped 10 days to bring the calendar back into synchronization with the seasons and to keep it there adopted the leap year rule which holds that every year that is exactly divisible by four is a leap year except for years that are exactly divisible by 100 and the centurial years that are exactly divisible by 400 are still leap years so for example the year 1900 was not a leap year but the year 2000 was a leap year whereas in the Julian calendar all years exactly divisible by 4 are leap years and on the other hand I will keep my remarks brief and sum things up by saying that there may or may not be a meeting or a gathering or a discussion or a vote with regards to the Morrisville Comprehensive Plan and whatever does or does not happen may or may not be on Tuesday September 9th at 6:30 p.m. so now that you know where I stand on this issue the public is certainly welcome to attend although some may or may not be more welcome than others
