Board backs KOZ designation
A drug distribution company promises to pay the school district a minimum of $195,000 a year if it’s approved.

The Bristol Township school board is backing Express Scripts’ effort to have its new distribution center site designated a Keystone Opportunity Zone.
The board unanimously threw its support behind the proposal Monday night after representatives of the pharmaceutical company promised it would pay the school district a minimum $195,000 a year in lieu of taxes.
That’s about $15,000 more than what the school district receives in tax revenue from the site off Route 413 near I-95, board solicitor David Truelove said.
The drug distribution company wants to move next year from its current location in Bensalem into the 241,000 square-foot building off Rittenhouse Circle in Bristol Township that formerly housed Jones New York. The KOZ designation would provide the company with tax relief through 2020.
The township council threw its support behind the proposal last week. The company still needs to secure county and state approval for the site to receive the KOZ designation.
A KOZ generally allows companies to pay no property taxes on future development, but Express Scripts representatives promised the annual payment.
The company also would consider paying more if the property’s assessment called for taxes in excess of $195,000, said Paul Acker, Express Scripts senior director of operations and project manager.
If the designation is approved, Express Scripts will hire at least 60 new employees, company officials said.
The new hires would be a mix of pharmacists, pharmaceutical technicians, data entry and shipping department workers, Acker said.
Trying to calm board concerns before the vote, the company representative said he didn’t expect Express Scripts to pack up and leave Bristol Township once its KOZ designation expires.
“We don’t want to do that,” Acker said.

Parents split on proposed redistricting

Some Bristol Township parents are happy that their kids could be transferred from one district elementary school to another. Others are up in arms at the prospect that their kids or others in the area could face a second change in their school assignment within the last three years.
The emotions ran from one extreme to another Wednesday night at Lafayette Elementary School as parents reviewed a proposed redistricting plan for about 40 students in attendance area 44A.
It involves kids who live within walking distance of Maple Shade Elementary School. Their neighborhood had been assigned to Maple Shade until about three years ago, when the school board reassigned the area to Lafayette to better balance the student population in the two schools.
Now the population has shifted again, and a revision in assignments is needed, Lafayette Principal Jim Moore told the estimated 50 district residents who attended the information session in the school cafeteria.
The affected area is within the neighborhood bounded by Glenrose Avenue on the west, Arthur Avenue to the north behind Franklin Delano Roosevelt Middle School, Dixon Avenue to the east and Newport Road to the south, according to district officials.
Students within that area who attend Lafayette this year may continue to attend their current school if their parents want them to, district officials said. But, new enrollees to the district and kindergarten students would have to attend Maple Shade.
The rest of the students who are in the attendance area that borders Route 13 and Route 413 would continue to go to Lafayette, according to the proposal, as they have done so for the past three years since the previous redistricting.
The thought of another change brought back old wounds from the last reassignment for some parents.
“That is why the neighborhood and community doesn’t trust you,” parent Paula Hess told board members who attended the information session.
Others, including Dorena Geier, were overjoyed that their child could soon attend an elementary school within walking distance.
“I want my kid back at Maple Shade. If [the proposed redistricting] doesn’t go through, can I still send her back? We’re right across the street,” Geier said.
The school board will consider the proposed redistricting during its April 20 meeting. The 7:30 p.m. meeting will be held in the district’s administration building off Mill Creek Road.

Redistricting meeting set for March 25

The Bristol Township school board will host a public meeting March 25 to discuss details about a suggested redistricting of some elementary school students.
The proposed redistricting involves about 40 students in an attendance area currently assigned to Lafayette Elementary School, officials said.
Attendance area 44A was moved from Maple Shade Elementary School to Lafayette a few years ago during a realignment of several district attendance zones.
But now the Maple Shade enrollment has declined and Lafayette's has increased, according to district officials.
In an effort to better distribute the student enrollment between the two schools, a district committee suggested the board split attendance area 44A into two parts.
The one part would be made up of the 40 students designated for the transfer to take effect in 2009-10. These students live within walking distance of Maple Shade, district officials said.
Students within that area who currently attend Lafayette would be allowed to continue attending that school if they choose, but newly enrolled students and kindergarten students would have to attend Maple Shade, officials said.
The other 73 students who are in the attendance area would continue to be assigned to Lafayette, according to the proposal.
The committee was charged with examining the issue after district officials promised in June 2008 to review the attendance zones.
Committee members included district administrators and two parents who live within walking distance of Maple Shade.
The board was scheduled to vote on the proposed redistricting Monday night, but held off after some board members said they've heard from residents who have questions about the plan.
The March 25 meeting will be held at 7 p.m. at Lafayette Elementary School off Fayette Drive, school board President Earl Bruck said.
