Kate Fratti and the Re-Registration Blues
Re-register at your peril
The latest insult added to injury in Morrisville — where recent school budget cuts still sting for parents — is a student re-registration under way.
As in 2005, parents must prove residency with multiple documents. The purpose is to ensure that children living across the river in Trenton aren’t enrolling illegally in the Morrisville system. School board member Joe Kemp believes it is a myth that numerous city kids are being dropped off here for school. The re-registration could serve to dispel the myth or correct the problem if it exists.
What’s bothersome is that the reregistration is being conducted by community volunteers and not school staff. You must hand over personal information — a driver’s license number, a mortgage payment stub, your utility bill, a lease agreement, bank statement, tax return, etc. — to a virtual stranger selected by the school board president. No background check, no clearances, no assurances your information is safe from thieves or gossips.
The information-taker will record your driver’s license number and have your home, work and private cell phone number. He or she will know if you have a custody issue. Perhaps that you were late with payment of your electric bill, and that you lease your home, don’t own it.
Do you care? There’s been no mass protest of the process. Of course, parents are not informed that the person taking their information is not on staff.
By law, there is no need for formal clearances of volunteers because parents are not asked to provide details about their children other than the school they will attend.
Still, there is the possibility that you might reveal to the information taker that while your child’s home school is, say M.R. Reiter, he attends some other school to deal with a disability. Do you care who knows about your son’s or daughter’s learning challenges?
I would not hand over my papers or information about my child’s condition to just anyone, particularly not in the rotten climate that pervades the borough these days.
This school board president demanded at one point in the budget process to know the addresses and specific needs and services provided special education students.
Why?
Bill Hellmann said he wanted to protect against administrators padding the special education budget. The release of confidential kid information is illegal, however. Mr. Hellmann was told that repeatedly and still insisted on it.
In the end, the board was provided only information that did not impinge on a child’s privacy rights. Which is to say Mr. Hellmann was blocked from knowing that Johnny Doe at 123 Civil Liberties Street is challenged by severe autism and goes to Hope For Tomorrow School. He was provided the total cost.
That’s as it should be. The specifics of Johnny’s educational needs, and whether his parents live in a house or a subsidized apartment, are none of Mr. Hellmann’s business. Johnny’s entitled to an education under the law.
Nor is it my neighbors’ business whether I own my home or lease it or from whom. I’d prefer my being on welfare not be up for chit-chat at a bridge club meeting.
I don’t mean to demean volunteers, who for one reason or another feel strongly enough about re-registration to help with it. They may be very nice people. But they were organized by leaders who think privacy laws are a nuisance. Do they feel the same way?
You have to ask why this re-registration was not voted on or discussed publicly. It was merely a directive from the majority.
A defender of the volunteer process opines that if one has nothing to hide, one would cheerfully hand over his papers to anyone who wished to see them. That kind of logic isn’t just dangerous, it’s un-American.
Trust just anyone with my personal information? Not a chance. And surely not this crowd.
Kate Fratti, whose column appears on Monday, Wednesday and Friday, notes that if you ask that a district staff person handle your re-registration, the request will be granted.

This captures the sentiment pretty well. Thank you for covering this, Mrs. Fratti. Please stay involved in this and other aspects of the Morrisville school board story. I'm sure there will be much more to come.

Two questions:
1.) If this process was not voted on, is not official policy, can a parent refuse to re-register and still legally have their child enrolled in the school? I think if a mass refusal to re-register occurred we would get somewhere.
2.) If, as "A defender of the volunteer process opines", "one has nothing to hide, one would cheerfully hand over his papers to anyone who wished to see them", then shouldn't we be privy to the volunteer's information equally? As well, isn't it appropriate to regularly publish (via this blog, perhaps) the "on record" documents for school directors, specifically their financial statements which are required each year. Come on, if they have nothing to hide then ...
If you look at the financial interest statement originally submitted by Mr. Hellman when he ran for office, and compare it to a revised one he later submitted. He will see that he ommitted (i.e. lied) about probably more than 10 sources of income that he receives. Why did he lie on his first form and later resubmit the truth? When requesting his forms, remember to ask for ALL of them.
I found where the high official is hiding. He's hiding on the Courier Times website. Does anyone else really see what an a$& this guy is?

Here Kate goes again!! Just like the misspelling in the title above twisting the truth to hurt her political opposites whom volunteer their time and save the taxpayers money. Small example, why does she exclusively state that the re-registration is to purge the children from Trenton? Because she hopes to plant the seeds of perceived prejudice against the new school board. The misinformation in Fratti's article is more voluminous than what I have time to refute however Kate, given the dubious history of mis-managment and corruption in the school district, why should we trust school employees with sensitive information more than long term highly respected residents? Maybe you'd feel better if we brought back Frank or the good doctor to oversee things!! This type of re-registration has worked well in the past but Kate fails to mention that. She is a fine example of why her rag newspaper is going down the drain. Feel that pink slip getting closer Kate??????????
It's just this sort of rabid, careless verbal intimidation that makes some of us worry about workers for this school board having and perhaps sharing access to personal information such as drivers license numbers and phone contact information.
The author of the above rant can't lay a finger on Mrs. Fratti or the newspaper and she knows that and so takes the abuse and dusts the dirt off her shoulders.
What about a family with a special needs child, in a rented space, with little resources or awareness of their rights and protections? What happens when that family is intimidated or threatened because the cost of educating their son or daughter is too high? What if they don't feel strong enough to withstand the bullying?
I've reread the article and I don't see the errors eluded to. There is a re-registration, volunteers are working it, all the papers cited are among those that could be presented ... and board members themselves have cited worry about Trenton kids interloping on the Morrisville system.

I wish my mind had that many compartments - I'd never run out of storage, and I could rationalize anything!
Anyway, the NJ kids are refugees and escapees from the crushing poverty of Princeton. Any fool can see that!
The kids I truly worry about are the ones that live in Worob and Hellmann-owned rental units right here in Morrisville. Talk about yer double-whammies!

You're almost as good a truth twister as Kate. How do you equate that a 1997 quote about "out of state license plates," means that a re-registration is to purge Trenton kids. Dah!!! Won't it purge all illegal students equally? How dare you use an anecdotal comment from an unnamed source to support the racial undertones of Kate's hateful article. She is so blinded by her hate for the new school board that she can't help herself. Maybe it is time for Dale or Pat to talk to her. I personally do not subscribe to the Courier Times anymore. Kate is a part of the reason. By the way Kate, do you even live in Morrisville?
Steve Worob is a borough councilman and not an elected member of this school board. His wife, however, was elected by the community to serve as a director of schools. What does she have to say about the re-registration and the use of volunteers instead of staff to record personal information? I'm much more interested in her thoughts, than her her husband's careless, vengeful diatribe against some no-account columnist or reporter. What say you Mrs. Worob? If parents feel uncomfortable handing over sensitive information to volunteers, does it signal some sort of guilt on their part or only their desire for some consideration and respect as taxpayers into this school system?
I can predict this one.
Mrs. Worob will think whatever Mr. Hellmann says and only after she has permission.
