Please do not try to lay this at anyone else's feet. Those lost millions could be building a new school right now which, although perhaps the lesser of all evils, is starting to like a precision-crafted plan, and a bargain to boot.
Just another example of how the ediotiral board makes uniformed opinions. This defeasement didn't have to be done. If the Board would have held onto the bonds until the 10 year call date, they could have used the interest the money made in the bank to make the payments (i.e. no cost to taxpayers) and just given the money back in 8 years. Instead they decided it was worth $2.4 million not to do that. Why? It was completely unnecessary and in no way made them keep their promise any more than waiting would have. What a waste!
It's not easy once you get into that seat on the board, is it? I imagine all but the most oblivious new board members must be feeling the heat, and hopefully they have begun to understand how and why previous School Directors acted as they did. It's an enormous responsibility, and not one to be taken lightly. I think the three absent board members need to be taken to task here. If they are unable to meet their responsibilities, they need to resign.
They mentioned that one absentee was sick, what were the excuses for the other two?
Missing the meeting is bad. Failing to perform due diligence is far worse. The role of a School Director is much more than casting uninformed votes once a month. I would hope that anyone who considers getting involved understands this, and if he or she is unable to meet the level of commitment required, he or she chooses to remain on the sidelines, or if the discovery comes later, resigns from the position so that a person who is able to perform the required work can be seated. Finally, the fact that any School Director would actually accept the honorarium or pay for performing the service is beyond my ken, especially so in a town such as Morrisville, where there is so little to go around, and so many people looking for reasons to cry foul. How does such a person look in the mirror and not recoil from what he or she sees? "There are none so blind as those who choose not to see."
